In 2013, a PhD student named Sally Nuamah attended a community meeting in the Chicago neighborhood where she’d grown up and where a public school was slated for closure. Residents talked about the issue in “life or death” terms, recalls Nuamah, who has been studying the long-term impact of the school closures. In this episode, Have You Heard talks to Nuamah about one such impact: a decline in voter participation and support for Democrats. Why would shuttering schools cause a drop in political engagement? But we haven’t heard enough from parents who are living through the city’s experiment in unregulated school choice. In this episode of Have You Heard, the final installment of my ten-part series with collaborator Aaron French, I headed to Detroit to talk to parents about Motown’s school choice meltdown. They describe what it’s like when schools shut down without notice, leaving them to fend for themselves in the “education marketplace,” while mass school closures have left whole neighborhoods without schools. It’s a hard story to hear, and yet these parents, and the advocacy group they’re part of, 482Forward, will leave you feeling hopeful—something we could all use a little more of these days!

Jennifer Berkshire: I want to start by giving everyone a moment to order your amazing new book, Unequal City. Waiting…Waiting… OK. Here we go. You did something highly unusual in your book: you looked at how major policy changes in education and housing over the past two decades in Chicago have impacted kids. And you did that by actually interviewing kids. Where did you get such a crazy idea?
Carla Shedd: That was a big goal of mine, to really place kids at the center and think about how they understand these larger transformations in their lives. So often we have the numbers or we have snapshots of particular parts of the process and how kids are faring. But we really don’t listen to young people, and we never put their voices at the center of the conversation. How often are the people who are most impacted by these policies able to truly have a voice? In the book I argue that these young people are the city’s guinea pigs. When I joined Teach For America in the spring of 2011 I had no idea that my belief in social and economic justice was about to be cynically exploited by the corporate class. As a former development manager for a nonprofit that serves low-income Chicago public school students, TFA’s claims that its corps members and alumni are helping lead an educational revolution in low-income communities across the country spoke to me. Naively seduced by TFA’s do-gooder marketing pitch, I charged ahead on a mission to close the academic “achievement gap” that TFA blames on incompetent (read unionized) teachers. Continue reading →
