Why the campaign to lift the Massachusetts charter cap went down in flames…
We were motoring around when the ad came on. It was one of those golden fall afternoons we’ve had a string of lately, the foliage suspended in a globally-warmed cocoon of brilliance, and suddenly there he was: Boston’s mayor Marty Walsh. Or as he pronounces it, *maeh.* Even with the mostly missing ‘r’s,’ his message was unmistakable: Question 2, the proposal to lift the state’s cap on charter schools, was deeply misguided. And he didn’t just mean bad for Boston, he meant bad for the whole state, making an already broken school funding system worse. *What were they thinking by going to the ballot?* my husband asked. Actually he said *What were they !@#$% thinking?* And for once I didn’t chide him for swearing.
I could give you a long list of reasons why Question 2 went down in flames. It was a complicated policy question that should never have made it onto the ballot. Yes on 2, despite outspending the ‘no’ camp 2-1 couldn’t find a message that worked, and was never able to counter the single argument that most resonated with voters against charter schools: they take money away from public schools and the kids who attend them. #NoOn2 also tapped into genuinely viral energy. The coalition extended well beyond the teachers unions that funded it, growing to include members of all kinds of unions, as well as social justice and civil rights groups, who fanned out across the state every weekend. By election day, the sprawling network of mostly volunteer canvassers had made contact with more than 1.5 million voters. Continue reading →
I talk to Richard Whitmire, author of The Founders, about the NAACP moratorium, the *charter pushback movement* and how to measure Success…
EduShyster: Let’s start at the end of your new book, The Founders: Inside the revolution to invent (and reinvent) America’s best charter schools. You wrap up with three challenges facing charter school expansion, one of which is what you call *the charter pushback movement.* It seems to be gaining steam, even since the book came out. How concerned are you about, say, the NAACP moratorium or the Black Lives Matter platform which makes many of the same demands?
Whitmire: I’m concerned about it because any time you start playing race cards it gets a little dicey. I think the unions are pushing any edge that they can get in this battle and they’re doing quite a good job of it. Frankly it doesn’t surprise me at all because if you’re looking at this from a political perspective, in other words, how to build a political base in *x* city, then the traditional school system—forced assignment, no charters—really works out better for you. I saw that in Washington DC when I was doing the Rhee book. Marion Barry had that Department of Education just overflowing with people. It was all part of his political machine. And it worked out really really well for him and it worked out really really well for the people who were employed there. The only people it didn’t work out well for were the kids. But from a political machine point of view, that’s the model you want. That’s the model that’s preferable. So it’s understandable why they’d push for that. But again, you have to look at those who are aspiring to be political leaders or already are and then those parents, and I come back again and again to those 4,000 parents on the waiting list for the Brooke Charter School in Boston. Richard Whitmire’s new book chronicles a bumpy ride for Rocketship charter schools…
EduShyster: Your book is meant to chronicle the take-off of a high-performing charter school but to me it read more like a cautionary tale. You made the strongest case I’ve seen for why Silicon Valley-style disruption and education are a mismatch. I’m thinking of Rocketship’s decision to blow up its instructional model, making classrooms much larger, in order to generate more revenue for expansion.
Richard Whitmire: There were actually two reasons for that model change. California’s per-pupil spending is $7,500, one of the lowest in the country.The state was cutting back further at that time and delaying payment to charters. Rocketship also felt that it had hit kind of a wall. They’d been able to take these low-income minority kids to the mid 800’s [on the California Academic Performance Index (API)], but they weren’t getting up to the level of the suburban schools. This seemed to solve both of those problems at once. They could save some money and they could do some more personalized learning in this larger classroom. Continue reading →
